It's better to apply it when the hair is damp/kind of wet so t6hat it will get absorbed into the scalp as it dries.

Shouldn't this be in health and beauty? Honey I don't really know, I wish I had an answer for you, and I think that probably you will get more accurate answers if it is catagorized in the appropriate area~ we tend to be eeehhhh a bit on the sarcastic side around here! :o)
